The number tree
Revenue is split into three branches: new customers, returning customers and ticket size. Each branch is compared with its benchmark and a single goal is chosen, in the branch with the biggest gap.

Each possible action gets a score from 1 to 10 for impact, confidence (how proven it is) and ease. The scores are multiplied and sorted. The top two or three go into the plan.

Trying to do everything at once: ten half-done actions deliver less than two done well.
Goals without a number: "grow on social media" can't be measured; "40 more bookings a month" can.
Plans nobody carries out: without an owner and a date, the action doesn't happen.
